No. Water expands about 9% when it freezes, which stresses the glass and the stopper seal, and the benzyl alcohol is pushed out of solution so the preservative is no longer evenly distributed. Discard a vial that has frozen, even if it looks normal.

Bacteriostatic water contains 0.9% benzyl alcohol as a preservative, which is what allows repeated withdrawals from the same vial. Sterile water has no preservative and is intended for a single use.

The benzyl alcohol keeps bacteria from growing in the vial between withdrawals. It is the reason the vial is a multiple dose vial rather than a single use one.
